Government of India – Monthly Monetary Limit in CSD Canteens

Monthly Monetary Limits Authorized for Defence Personnel for Buying Groceries from the CSD Canteens

The Ministry of Defence, Government of India, has revised the monthly monetary limits authorized for all ranks of armed forces for purchase of grocery items from the Canteen Stores Department (CSD) outlets.

The Canteen Stores Department is headquartered in Mumbai (Adelphi, 119 Maharshi Karve Road, Mumbai 400020, Maharashtra). The CSD operates 5 regional offices, 34 area depots and 3,825 canteen stores (including more than 3,400 Unit-Run-Canteens or URCs) all over India to sale consumer goods to the serving and retired defence personnel.

Canteen Stores Department outlets caters not just to the serving and retired personnel (and their families) of Indian Army, Indian Navy, and Indian Air Force but also to Territorial Army units, Indian Coast Guard, General Reserve Engineering Force (GREF), NCC Units at Group HQ level, CDA staff, Indian Ordnance Factories, Embarkation HQs, civilian government employees paid from defence estimates and para-military forces under operational or administrative control of the Indian Army.

The Canteen Stores Department maintains an inventory of more than 2,800 items, which cover a wide range of household items from groceries to cars. Usually, the items are purchased by Canteen Stores Department in bulk and sold at concessional rates (without taxes), compared with retail prices. The prices of CSD are low as the items sold to defence personnel are exempt from taxes.

With effect from June 01, 2015, following will be the new monetary limits for buying Non-AFD Items (groceries and low value items) and AFD (Against Firm Demand) Items from the CSD stores.

Monthly Monetary Limits for Non-AFD Items (Price of the Item below ₹750)

Commissioned Officers and Equivalent Ranks: ₹11,000 Per Month

JCOs granted Hony Commission and Equivalent Ranks: ₹11,000 Per Month

JCOs and Equivalent Ranks: ₹8,000 Per Month

ORs and Equivalent Ranks: ₹5,500 Per Month

Defence Civilian Employees in PB-3 and PB-4: ₹11,000 Per Month

Defence Civilian Employees in PB-2: ₹8,000 Per Month

Defence Civilian Employees in PB-1: ₹5,500 Per Month

Monthly Monetary Limits for Liquor Card

Commissioned Officers and Equivalent Ranks: ₹2,500 Per Month

JCOs granted Hony Commission and Equivalent Ranks: ₹2,500 Per Month

JCOs and Equivalent Ranks: ₹2,500 Per Month

ORs and Equivalent Ranks: ₹2,500 Per Month

Defence Civilian Employees in PB-3 and PB-4: Not Authorised

Defence Civilian Employees in PB-2: Not Authorised

Defence Civilian Employees in PB-1: Not Authorised

Yearly Monetary Limits for AFD Items (Price of the Item above Rs. 750)

Commissioned Officers and Equivalent Ranks: ₹100,000 Per Year

JCOs granted Hony Commission and Equivalent Ranks: ₹100,000 Per Year

JCOs and Equivalent Ranks: ₹75,000 Per Year

ORs and Equivalent Ranks: ₹55,000 Per Year

Defence Civilian Employees in PB-3 and PB-4: ₹100,000 Per Year

Defence Civilian Employees in PB-2: ₹75,000 Per Year

Defence Civilian Employees in PB-1: ₹55,000 Per Year

An AFD item can be bought only on the CSD Smart Card of the original cardholder.

Authority Letter No. 96027/O/DDGCSSOP dated April 16, 2015 of Integrated HQ of MOD (Army), Quartermaster General’s Branch, Dy Dte General Canteen Services, Army Headquarters, Room No, 14A, L-1 Block, Church Road, New Delhi 110001.

If required, local canteen management may set lower monthly monetary limits applicable for their respective CSD canteens for grocery items purchases purely for inventory management or administrative reasons.

Revision of Monetary Limits or Ceiling for Purchasing Goods from CSD Canteens

The monthly and yearly monetary limits or ceiling for purchasing goods in CSD canteens is decided taking into account the actual need and requirement of the defence personnel and their purchasing power and budgetary allocation to the Canteen Stores Department by the Government of India.

The monthly and yearly monetary limits has been so far revised thrice – on August 21, 2006, October 27, 2008 (to be effective from January 01, 2009), and April 16, 2015 (to be effective from June 01, 2015).

Revision of Limit on Individual Items Purchased from CSD Canteens

The Integrated HQ of MOD (Army), Quartermaster General’s Branch, Deputy Director General Canteen Services, Wing-III, West Block-III Road, RK Puram, New Delhi 110001 has revised the items limit or ceiling for purchasing goods from CSD Canteens with effect from February 01, 2020 vide its Letter No. 96102/Q/DDGCS dated December 17, 2019.

Monthly Limit on Grocery Items Purchased from CSD Canteens

This revised limit on grocery items purchased from CSD Canteens is effective from February 01, 2020 and is applicable for all ranks.

• Toilet Soap / Bathing Soap / Bodywash: 12 Pieces

• Facewash: 3 Pieces
