Monthly Monetary Limits Authorized for Defence Personnel for Buying Groceries from the CSD Canteens

The Ministry of Defence, Government of India, has revised the monthly monetary limits authorized for all ranks of armed forces for purchase of grocery items from the Canteen Stores Department (CSD) outlets.
The Canteen Stores Department is headquartered in Mumbai (Adelphi, 119 Maharshi Karve Road, Mumbai 400020, Maharashtra). The CSD operates 5 regional offices, 34 area depots and 3,825 canteen stores (including more than 3,400 Unit-Run-Canteens or URCs) all over India to sale consumer goods to the serving and retired defence personnel.
Canteen Stores Department outlets caters not just to the serving and retired personnel (and their families) of Indian Army, Indian Navy, and Indian Air Force but also to Territorial Army units, Indian Coast Guard, General Reserve Engineering Force (GREF), NCC Units at Group HQ level, CDA staff, Indian Ordnance Factories, Embarkation HQs, civilian government employees paid from defence estimates and para-military forces under operational or administrative control of the Indian Army.
The Canteen Stores Department maintains an inventory of more than 2,800 items, which cover a wide range of household items from groceries to cars. Usually, the items are purchased by Canteen Stores Department in bulk and sold at concessional rates (without taxes), compared with retail prices. The prices of CSD are low as the items sold to defence personnel are exempt from taxes.
With effect from June 01, 2015, following will be the new monetary limits for buying Non-AFD Items (groceries and low value items) and AFD (Against Firm Demand) Items from the CSD stores.

JCOs granted Hony Commission and Equivalent Ranks: ₹11,000 Per Month
JCOs and Equivalent Ranks: ₹8,000 Per Month
ORs and Equivalent Ranks: ₹5,500 Per Month
Defence Civilian Employees in PB-3 and PB-4: ₹11,000 Per Month
Defence Civilian Employees in PB-2: ₹8,000 Per Month
Defence Civilian Employees in PB-1: ₹5,500 Per Month

An AFD item can be bought only on the CSD Smart Card of the original cardholder.
Authority Letter No. 96027/O/DDGCSSOP dated April 16, 2015 of Integrated HQ of MOD (Army), Quartermaster General’s Branch, Dy Dte General Canteen Services, Army Headquarters, Room No, 14A, L-1 Block, Church Road, New Delhi 110001.
If required, local canteen management may set lower monthly monetary limits applicable for their respective CSD canteens for grocery items purchases purely for inventory management or administrative reasons.
Revision of Monetary Limits or Ceiling for Purchasing Goods from CSD Canteens
The monthly and yearly monetary limits or ceiling for purchasing goods in CSD canteens is decided taking into account the actual need and requirement of the defence personnel and their purchasing power and budgetary allocation to the Canteen Stores Department by the Government of India.
The monthly and yearly monetary limits has been so far revised thrice – on August 21, 2006, October 27, 2008 (to be effective from January 01, 2009), and April 16, 2015 (to be effective from June 01, 2015).
Revision of Limit on Individual Items Purchased from CSD Canteens
The Integrated HQ of MOD (Army), Quartermaster General’s Branch, Deputy Director General Canteen Services, Wing-III, West Block-III Road, RK Puram, New Delhi 110001 has revised the items limit or ceiling for purchasing goods from CSD Canteens with effect from February 01, 2020 vide its Letter No. 96102/Q/DDGCS dated December 17, 2019.

Sir, on duty Defence Civilian Employee ka ek CSD smart card banta hai jisko uske Dependent (Mother, Father, Wife, Children, Brother and Sister) ko canteen gate entry ke liye Dependent Identity Card chahiye hota hai jisko hamare clerk nhi de rhe hai agar koi letter, Rule, SOP ho to please batao. Sir, I am retired from Defence Accounts Department. In my limit of AFD items is Rs. 100000 but CSD Ahmadabad has refused to extend this facility of AFD items to defence civilians stating they have no orders on the subject. Kindly advise whether I can purchase AFD items from CSD or not. Kindly also send me the authority to submit to CSD authorities. I had submitted all documents complete with DD but CSD Ahmadabad refused to give this facility to me on the grounds that they have not issued AFD items to any defence civilian so far. Kindly help and advice.
Clarification of AFD items for defence civilians awaited as CDD Ahmadabad denied extend to avail this facility to my monetary limit stating that no such orders exist as on date.

Dear Sir, my personnel request for all serving soldier welfare, Defence Civilian Employees in PB-2: (Grade pay from Rs. 4200) is authorized to purchase Rs. 8,000 Per Month and ORs but MACP/ACP Nb Sub/ACP Sub and Grade pay Rs. 4,200 and Rs. 4,600 that is PB-2 and Equivalent Ranks are authorized Rs. 5,500 Per Month. My request is that it should be implemented to authorize as per the Grade Pay/PB for all defence personnel.
Please advise me about how to draw extra grocery in lieu of liquor from common grocery cum liquor card to club monitory ceiling for 2 or 3 months instead of lapse in a particular month for non-drawl of items. In terms of fair play, grocery items should not be based on the rank.

The monetary limit for the purchase of grocery and liquor has been hiked. In the liquor column only amount Rs. 2500 has been cited whereas quota authorization has been hidden rather concealed that should be open whether liquor quota is same to all rank or otherwise that should be announced. This is the cunningness of the army officers. Grocery items should be based on the number of dependents of an individual ex-serviceman not based on rank that is dynastic nature. My suggestion is like PDS system, no of family members four, for an example soap authorization should be 4 x 3 = 12 soaps per month all items should be sold like this, dependent formula is to be strictly adhered to. The another thing to be clarified, after retirement all are one category that is ex defense personnel, there should be no preferential treatment to officers, all should maintain queue, ethics on the motto of first come first served. Officers and their families queue crash and avail the benefit of canteen unmindful of other ex-army personnel standing in the queue.

For example – ex PM is an ex PM, and CM is an ex CM. An ex General is an ex General. An ex officer is an ex officer. An ex havldar is an ex havldar.
All have different privileges, pension and status.
How can a Retd Havaldarbe equal to an ex General?

Yes! On a valid card you can buy anywhere within your quota.
You can buy AFD items from any place of your choice. Fill up the form available at CSD website, get it checked and signed from nearest Station HQ or ZSB office.Then buy your required AFD from depot of your choice. For example, I am a veteran based in Delhi. Last year, I purchased a car through Pathankot depot by following the above mentioned procedure.
Can an ex-serviceman buy liquor for Rs. 2,500 each month, because the entitlement amount is so much, irrespective of the brand or type of liquor?
This is limit of you can purchase grocery item on liquor card up to Rs. 2500. Not liquor. Liquor limit is in bottles not in amount.
The entitlement of Rs. 2500 on liquor card is for grocery items over and above the entitlement on grocery card. Liquor quota is as per entitlement and has nothing to do with this Rs. 2500.
₹2500 is for grocery items. Liquor quota is other where you can get 10 bottles for ORs rank. Moreover, as per allocation for different rank irrespective of brand and price of liquor you can purchase 10 bottles.
₹2500 of grocery items can be purchased from your liquor card.
₹2500 is limit for purchase of grocery item by liquor card and there is no cash limit for purchase of liquor.

No. Family pensioners are not authorized for the CSD facility.
Sir, are family pensioners of MES department are allowed for CSD Canteen facility? I think it is changed now. The new rule is implemented since March 2016 for CSD Canteen facility to Defence Family Pensioners.
Govt of India, MoD vide letter No. 8(14)/2015 dated 04 Mar 2016 has extended Canteen facilities to family pensioners of retired Defence Civilian employees. The procedure for processing of application will be as per this Dte letter No. 96301/Q/DDGCS/Policy dated 12 Aug 2015. The applicant must write Family Pensioner of retired defence civilian on the application form.
