Delhi Development Authority – DDA Housing Scheme 2014 Lottery Draw Result for Flats Allotment

New Delhi (Delhi, India), October 14, 2015

The Delhi Development Authority (DDA) had declared result of the lottery draw of lots for DDA Housing Scheme 2014 on Tuesday, November 25, 2014.

The Delhi Development Authority had launched a new residential flats scheme (DDA Scheme Code: DDA Housing Scheme 2014) in different localities of Delhi on September 01, 2014. The last date for submission of application forms for the DDA Housing Scheme 2014 was on October 15, 2014.

In DDA Housing Scheme 2014, the Delhi Development Authority had offered total 25,034 freehold residential flats of one bedroom, two bedrooms, and three bedrooms in the range of 84.82 to 164.11 square meters (High Income Group flats), 64.04 to 126.81 square meters (Middle Income Group flats), 31.34 to 73.99 square meters (Lower Income Group flats), 34.50 to 35.29 square meters (Expendable Housing Scheme Type ‘A’ flats), 18.85 to 28.72 square meters (Janta flats), and 25 to 40 square meters (Economically Weaker Sections flats) area.

Of these 25,034 EWS, LIG, MIG, HIG, Janta flats, 22,627 are one-bedroom apartments with a drawing room, kitchen and bathroom. Most of these one-bedroom flats are located in Dwarka, Rohini and Narela.

The allotment for the Delhi Development Authority’s residential flats scheme DDA Housing Scheme 2014 was made through a draw of lots and was held at Vikas Sadan in INA, New Delhi in the presence of a panel of independent judges, DDA officials, and eligible applicants.

An independent expert panel consisting of former Delhi High Court Justice Manju Goel, Delhi IIT professor Dr A. Kumar, and Mahesh Chandra of National Informatics Centre were the judges for the draw process.

The draw was held by the Centre for Development of Advanced Computing (C-DAC), which had earlier held the draw for DDA’s previous residential scheme DDA Housing Scheme 2010.

This was the first time that a DDA housing scheme draw has been held within 40 days of closing of the scheme.

The Delhi Development Authority had originally announced the tentative day for holding the draw on November 05, 2014, and later it was postponed to November 17, 2014. However, Delhi Development Authority failed to hold the draw scheduled even on November 17, 2014 after its trial runs were unsuccessful.

The mammoth data, with a record number of 1,008,985 applications for the DDA Housing Scheme 2014, resulted in mock draws taking up nearly 8 to 9 hours.

Finally, the Delhi Development Authority had called in technical experts to fix the technical glitches.

Technique for Holding DDA Housing Scheme 2014 Draw of Lots

The computerized draw of lots for allotment of flats in DDA Housing Scheme 2014 was based on Random Number Indicated Technique (RNIT). The complete draw process for DDA Housing Scheme 2014 comprised of three stages:

1. Randomization of Applicants and Flats
2. Picking of lucky numbers
3. Mapping of the applicants and flats

Initially, the judges picked the seed numbers from boxes separately for both the applicants and flats. Seed Number is the number, which decided the starting positions from where a computer initiated the allotment process. For the software to begin draw, number 0355299 for applicants and 03695 for flats were picked and fed in the system. Thereafter, the software installed on a computer made the allotment of flats by mapping the applicants and the flats based on choices of localities of applicants and the reservation of various reserved categories.

The final process of lottery draw of lots (picking of lucky numbers and the mapping of applicants and the flats) started at 12:15 pm and was completed in about 2 hours.

Special Camp for Successful Allottees

The Delhi Development Authority will hold special camp at its headquarters in Vikas Sadan after 15 days, where the allottees can collect their allotment letters by hand and submit relevant documents.

All payments by those who have been allotted flats will have to be made online.

The DDA had planed to handover the possession of flats to the successful allottees by March 31, 2015. Total 3,914 flats in Rohini and 2,840 flats in Siraspur were ready for possession by March 2015.

The DDA intended to hand over the flats to the successful applicants only after they are completely constructed with all amenities.

Waiting List of Applicants for DDA Housing Scheme 2014

The Delhi Development Authority has also drawn a list of applicants as a separate waiting list. If any applicant cancels the allotment or is disqualified because of any reason, the flat will go to the next person on the waiting list. However, the names and application numbers of those on the waiting list are being kept a secret.

Refund of Registration Money to Unsuccessful Applicants of DDA Housing Scheme 2014

The Delhi Development Authority had refunded the registration money to the unsuccessful applicants of DDA Housing Scheme 2014 within 3 weeks from the draw date.

The Delhi Development Authority had refunded the registration money of Rs. 100,000 (Rupees One Lakh) to unsuccessful applicants who had paid their own earnest money through the bank branch wherein they had deposited the application form. The concerned bank had dispatched the refund cheques to the applicants.
